Pennsylvania has announced a $2.1 million investment to improve and expand ATV and snowmobile trails across the state. Pennsylvania state officials have announced a significant investment of $2.1 million aimed at enhancing and expanding all-terrain vehicle (ATV) and snowmobile trails throughout the state. This funding will benefit nine projects statewide, targeting critical areas such as trail construction, equipment purchases, economic impact studies, and rider safety programs.
The funding is sourced from the ATV Management Restricted Account, the Snowmobile Management Restricted Account, and the Pennsylvania Recreational Trails Program. These grants are awarded by the Pennsylvania Department of Conservation and Natural Resources (DCNR) and are made available twice a year for municipalities and organizations looking to develop publicly accessible ATV and snowmobile trails and facilities.
The application window for the upcoming fall grant round for 2021 opened on August 1 and will close on September 30. Eligible projects for funding through these grants include planning, land acquisition, development, rehabilitation, maintenance, and equipment purchases, as well as the creation of educational programs. Municipalities, non-profit organizations, and for-profit entities can apply, with the added incentive that applications proposing matching funds will receive further consideration.
In addition to the new funding, the DCNR has recently launched an ATV Regional Trail Connector pilot program in northcentral Pennsylvania. This pilot program aims to provide long-distance riding opportunities for ATV enthusiasts, particularly in Potter and Tioga counties. The program supports local economies and seeks to connect various regional riding options within state forest systems. The pilot program opened on July 16, 2021, and closed on September 26, 2021, with plans for a reopening in 2022 for the summer riding season.
To utilize designated roads for the pilot program, ATV riders will need to purchase a Regional ATV Connector Pass permit. The costs are set at $20 for Pennsylvania registered ATVs and $30 for out-of-state ATVs for the 2021 season. For the 2022 season, permits will be available at $40 for Pennsylvania registered vehicles and $60 for non-residents. These permits can be obtained in-person at specific state forest district offices or via mail starting June 30, 2021.
The DCNR plans to closely monitor the impact of the pilot program on local communities, ecological balance, safety, and the overall user experience. The department aims to collect public feedback regarding the pilot program through various means, including webinars, surveys, and public meetings. A comprehensive report detailing the outcomes of the pilot project is scheduled to be published by December 2023.
